Dr. Pilco is an expert in higher education administration with more than 20 years of experience leading departments including Marketing, Enrollment Management, Student Services, Financial Aid, Academics, International Programs, Instructional Technology, and Institutional Research.
For most of his career, he has served as Director and Dean at nonprofit institutions applying his leadership, organizational change, and technology innovations skills as catalysts for change. Throughout this time, he introduced programs and services centered on the concept that “Students Come First.”
Dr. Pilco has focused his practice on accreditation and compliance at the state and federal levels. His expertise includes accreditation agencies such as WASC (Junior and Senior), ACCET (ESL Schools and Vocational Colleges), SEVIS, BPPE, TITLE IV, CA BOP, CAMTC, and NCBTMB. As an administrator, he has hosted several accreditation visits and also served as a visiting committee member.
He has advanced knowledge of educational policy analysis and research, having authored accreditation self-evaluation reports, academic policies and procedures, and reframed operations at several institutions. His ability to bridge the gap between educational theory and technology makes him a key member of executive teams.
Since 2006, Dr. Pilco is an ESL (English as a Second Language), Business Management, and Educational Administration faculty member at various colleges and universities. He is passionate about task-technology-fit and has developed research frameworks for the implementation of technology in higher education. His technology skills include:

Dr. Pilco considers himself a citizen of the world. His travels include over 50 countries and 214 cities. He lived for extended periods in Bolivia, Mexico, China, Kenya, and Japan. He is fluent in Spanish with conversational knowledge of Japanese and beginner knowledge of Portuguese.
